Facilities and Operations

The prison-wall must have the capacity to house the existing population of eleven million unauthorized foreign nationals, plus six million personnel to run the operations of the detention center, addressing the administrative, maintenance, food service, health care, education, security, interrogation, cultural assimilation, and archival functions of the facility. The personnel count reflects an inmate to correctional officer ratio of four to one and an inmate to support staff ratio of three to one.

In addition to a self-sufficient “city” for seventeen million people, the facility will provide border crossing facilities, including retail space to be rented to private companies; surveillance towers for monitoring of the border; and modular space across the facility that may be sub-leased to private companies for manufacturing, service, or other operations using detainee labor.
